You can use a Filter Push fields action to some other
form. If the ID Pushed = 1000000 then do a Message to the user. If
you need to keep a record of the winners you could stop there else you could use
a 2nd filter to remove the pushed data.

I don't know if that will solve the problem.In the past I've pushed the ID to another form, then had that form push it back to another field on my original form. That seemed to work to make the filter fire based on ID.
