Not exactly.  The filter is starting to fire, but in (Phase 3 ?) it gets backed 
out since the Submitter field is not populated by the workflow and the field 
doesn't contain a default value on the form.  So while you think it is "firing" 
it is only "starting to fire" and gets "backed out".  Another option may be 
that the initial push fields specified may be OK (but will fail at the end 
because...), the push fields action triggers another piece of workflow that 
actually attempts to push data to a completely different form (not specified in 
the workflow in question)

Filter logging should point out the culprit.  Been there, seen it, got a closet 
full of T-shirts.
