Changing Value Order in 'Status' field

Many workflows are written with these status. Now i have to add a
status "on hold" between work in progress and completed.
If i add on hold then the onhold status position will become 3 which will
affect the completed status.
Is there any way to add on hold inbetween WIP and Completed without
affecting both (WIP and Completed) status of existing workflow.
