Ron,

If all else fails, try this. On the browser go to Tools > Internet Options 
> click 'Delete Files' under 'Temporary Internet Files' > then on popup 
check the checkbox 'Delete All Offline Content'. Close browser. Reopen 
browser. Logon to midtier.
