I would like to add this to some Display Only forms. Is there a way to get a view field to read a value from another form? The problem with the Display Only form is that when you close it the message will go away for everyone.

You can do this in View field. Put your text as a html formatted code in this view field, view fields will translate html tags like web browser.

Such as “NOTICE: There is currently an outage on AMAACK2A102 - Use Maser Ticket 758658”, scrolling from right to left…

I think you might be able to change from a core field to some other field.
