** When I installed it I followed the order from page 38 of the Installation Guide.  The final conclusion is as follows:
 

Install Order

J2SE Java Runtime Environment (JRE)

ARS(Not forced, but Reboot anyway!)

Administrator

Install License

User

Midtier(Reboot)

CMDB

CMBD Extention

CI Relationship Viewer

Help

Approval

Assignment Engine(Reboot)

Flashboards

Email Engine(Reboot)

Install the Applications

Help(Must be on Web Server)

 

This worked perfectly.
