I tried upgrading from ARS 7.0p2 to 7.0.1 with plans to upgrade CMDB with a full ITSM7 implementation identical to yours. There were SO MANY problems I trashed the server (dev, thank goodness) and rebuilt it from scratch with 7.0.1 and 2.0.1. Watch out for the Mid-Tier upgrade to 7.0.1 with an existing Tomcat configuration. The installer modifies the server.xml and adds a duplicate URIEncoding="UTF-8" to the AJP connector setting which will prevent Tomcat from starting and the installer from returning control/finishing.
