How many floating licenses do you have? How many users are assigned a floating license?

Fellow admins and developers, Can anyone help me or provide suggestions? This issue has been going on for the past two months. Users have been receiving the following message when attempting to update the database. "ARERR [331] You do not have write access". 1. I have been able to determine that the error occurs randomly. 2. It only effects AR floating license users. 3. The problem temporarily goes away in most cases after 20 - 30 minutes. 4. If I make a modification to the user's account in the User form; have the user re-log into MS Windows, and wait 10 minutes before logging into Remedy Help Desk, the problem temporarily goes away. 5. If I assign the user an AR fixed license, the error goes away and they are able to make updates.when saving to DB.
