Here is what you need to do,
1)Open by SHR:Assignments form
2)On SHR:Assignment form, choose assignee type = "group with skills" and give 
the login ID of the person whom you wanna make invisible
3)Search result,  will give the list of group to which the user has 
memerbship4)For the particular group to which the user belongs to, put the 
status to be "On vacation"  and this would hide his name from the drop down.

What you can do is give the user the access to Remedy Management entry point. 
Then that person will be able to reassign tickets across groups. That you can 
do by going into the user form and adding that particular user to App : 
Management group. This should work. 
 
Please note that i am giving this suggestion with the assumption that you are 
taking abt the Rememdy helpdesk application. Give it a try.
