There is a known incompatibility for the User Tool and Remedy 9
In Remedy 9 BMC changed the way Overlaid forms are stored and that causes the 
user tool not to work with them.
There was a discussion here back in Mud June on this (Re: Installing and 
upgrading to BMC Remedy 9).

From 8.x user tool is deprecated.
I think u need to redesign the forms if they r still giving errors while 
opening in mid tier.

You can set home page on server information form to set it globally for all 
users.

With Base development mode, I was able to import my def files on Remedy 9 from 
Remedy 7.1.

But now when I am trying to open my some of the core custom forms from user 
tool 7.1, it's showing following errors :
Some forms I am able to open correctly but gettings issues in few :

"ARERR 8790 Unknown System Error : java.lang.NULLPointerException".

"ARWARN 2 : Server: Error while exporting the struct Item : SCHEMA_DEFN "Custom 
Form" :java.lang.NULLPointerException

Also when logged in to Remedy 9 through user tool, I am getting a warning as :

"There is no home page available form available,Please verify your user 
preference or check with your administrator"

I check and couldn't find form AR system user preference.
Is it possible to set home page for all users through Workflow ?

From 7.1 in order to migrate you customizations to 7604/8.x and onwards you 
need use BPCU in order to identify customizations and covert those into custom 
and overlay objects.

Or alternatively if you do not wish to use (best practise customization mode 
which BMC doesn't recommend), then while importing the AR objects through dev 
studio use base development mode.
