AR System 7.0, MSSql 5.0, and Windows Server 2003

I'm having two issues with the Status History field:

I'm trying to create an escalation that sets a 'Date Closed' field to
the value of 'Status History.Closed.TIME', but every time I save the
escalation and reopen the escalation, the value is changed to 'Status
History.New.TIME'.  

When I check the records in the form, 'Status History.Closed.TIME' is
populated.

 I've created a filter that sets the 'Date Closed' field to $TIMESTAMP$
when the record is set to closed and saved.  The execution order is set
to 2.

I've created a second filter that runs the Business Time process
Application-Bus-Time-Diff.  The problem is even though I have the
Business Time Workdays and Holidays populated according to the manuals,
when a tech attempts to close a ticket, they get an error message
telling them the system doesn't recognize the start and stop time and
won't let them close the ticket.  The execution order is set to 700.  

Any help with these problems would be appreciated.
