Hi Mark, That is the application dispatcher that works with the Application Pending form. I believe it's an evolution of the RAP service (There's a trip down memory lane...).
It's used by Approval, Recon engine, probaly safe to presume it could be used by anything that creates a record int he application pending form. Personally, I would *not* turn it off.
