The service dispatcher "should" terminate with the rest of the ARS
processes after issuing the stop command, it might hang around for a short
time after, but not more than a minute give or take about 30 seconds, just
enough time for a clean stop.  If it's not I'd wonder if it was hung prior
to the shutdown, for example if ars-as-s2 wasn't processing any application
pending events...
