Hi Irina, maybe I understood it wrong, but isnt this the config you want to have (see png)?
Grouping of tenants or support companies ootb is not possible, also grouping of unrestricted access flag. The support staff has unrestricted access or is member of one ore more operational companies. Maybe usage of computed groups could help, but I would not manipulate the implemented concept of multi-tenancy. Maybe an seperated HR installation could help? My 2 cents.
