No web app can prevent the closing of the browser that I know of. The only solution would be for the Client OS admin team to restrict the os logon of the user. Even then, I'm not sure if you can prevent the browser from being exited. Unfortunately you are dealing with an education issue. I have ordered computers and forgotten to press the final button...
