Jamie,

I think you could, on window close, check the dirty bit, if it is
"set" then you could also check if all of the required fields/steps
has been done on the form. If so then you can either prompt the user
to "Do you want to Submit this request at this time?" or you can auto
do it. ( I would prompt the user.) If they answer "no" then just let
the window close. If they say yes then do the submit before the
windows closes.


And by "Prompt" I mean a modal dialog what a some text and a few
buttons for the user to respond with.

I have users that fill in online forms, then close the window without clicking 
on Submit.  I'm hoping I'm just missing something simple.
