It looks like you are asking for 'Short Description'="Remove+user ... and
not "Remove user ...

Did you try replacing the + with %20 spaces?

Also the "+AND+ as I recall just needs to be ..."AND"...

I know there were issues going from 8x to 9x, but I can't recall them all
