It used to, there may still be some binaries floating around out on the net somewhere (If I remember correctly, the 4.x api was the last version I saw floating around). ESP was run by a gentleman named Ed Brown who passed away some time back. An effort was made in cooperation with his wife to recover the source code for many of his programs, but to no avail.
