John, Have you tried running the arsignal -g to reread the definitions and cache? If it works after you do that, it could be an indication of a caching problem.. (restarting the services will have the same effect)

Instead, the logs show that Remedy is creating one email for only one of the group members instead of one email for each group member. When I first had this issue, the folks in support told me to update the email engine to patch 19, so I did, and everything was fine up until about a week ago.
