ARTCPPORT is not set.  I realize that the port is required to login to
the remedydev7 instance.  It's just that the .Servename property in the
.Net API and also the server name in the Windows User Tool incorrectly
reports the server.  It reports the name I typed in the Login dialog (or
the Server parameter of the API Login method) even though it actually
logged into a _different_ ARS server instance.
