I just think it's one of the latest buzzwords. IT managers hear these grandiose stories about these new management/process techniques at conferences and via sales presentations and then jump all over them. They get very hot for awhile, people in the trenches realize it's smoke and mirrors, and they go away...only to be replaced by the next great thing.
BMC has some sales presentation they refer to as "training" where they have managers attempt to "manage" an airport using their "current know-how." Sure enough, the managers lose money in the exercise. Then they have the managers apply the ITIL techniques they're selling and voila! They turn a profit.
