Yes  If I open the worklog with the client the correct time is displayed 
if I open the same ticket with the web the time is 12:00AM in the worklog.

Do you mean the same entry that appears incorrect using the Mid-Tier 
interface shows correct timestamp on the windows user tool?

After moving 6.3 patch 20 to a bigger/faster UNIX server we noticed that 
tickets modified from the web have a worklog date time stamp of todays 
date but the time is always 12:00AM.  If you create a ticket from the web 
the create date and time are correct but the entry in the worklog is 
12:00AM. Everything is working if you use the client and if you open the 
web ticket via the client the worklog date and time are correct.       I'm 
not to sure where to start looking?
