You can give Public hidden access. On the form properties, whenever you add a permission group to a form, you notice there is a drop-down arrow. Click it, and you can choose Hidden, the glasses with a red X over them. This will allow public to have query access to the form without actually being able to see it in the object list.
This will also, incidentally, allow you to write macros to send to the users where they can pull data out of that form. They cannot see the form in their object list, but they can still open it if you present them with a macro or button.
