Andrew, did you check the database as well? If the database is set to 30 characters, then it doesn't matter what the admin tool shows. I've had these get out of sync before.

However, we then cannot modify the ticket in any way (no change to the 'submitter field'), without getting an error that the 'submitter' field is > 30 chars. this error: ARERR [306]: Value does not fall within the limits specified for the field: (Maximum length -30): submitter Except that the max length for submitter is in fact 254 chars (there are two views for this form, I verified that in both of them). On top of that, there's the fact that no user has permissions to change the submitter field in the first place (everyone is read only with the "allow any user to submit" option).
