It was set when I started the ar_install script. It was unset during the installation process. The variable was unset between the time the Demo user was created and the arserver restarted before importing the base forms.
I worked around the issue by opening another terminal and starting arserverd outside arplugind. Once it was started this way, the installation completed. Just a bug somewhere in the ar_install script.
