Based on past history, this would be incorrect.  If the user is defined
with a floating license, it would be used any time an update was made.
 
In truth only Dave or some one else from BMC will be able to answer this
questions.  For many of us it would only be speculation.

actions that require a license (say submits their own record) - will a
license usage be logged?
