Michael, You should also know that after a person is granted "Sub Admin" rights they can login to the Admin tool and can control the form(s) that you give them access too.(add/delete fields and maybe even workflow related to that form) They can also alter any menu on the ARS server too.
IMO, this is a VERY BAD THING to do so that a user can delete data. There are more "modern" approaches to giving users the ability to delete data. ( However I do not know if ITSM version X uses them.) Specifically I am referring to workflow based solutions like the Application-Delete-Entry and Application-Query-Delete-Entry special functions along with related Delete filters.
