Looks like in the user tool, admin console, you can add/remove
licenses.  There is a license string, key, and product that you
define.  Not sure how these look on a licensed server though.

I know through discussions that you will be able to define a max for
licenses other than arserver (which requires a valid key) without
providing a key.  By self-enforce, I assume that they mean not abusing
the ability to extend the max licenses beyond what you are entitled to
use.
