Mikhail, Have you tried creating custom menus for the form on the menu bar?? This will not exactly give you the ability to create hotkeys using the F control keys on your keyboard, but would give you the ability to define shortcut keystrokes to access the custom menus on the form.
If you are not aware how to create these menus and shortcuts to access them, let me know and I'll give you details.
