The newly released data loader is in fact a one-time loader - it will
not do maintenance.  We were testing the EffectTech utility (free) that
did the same thing, only it did not manage support staff accounts /
groups whereas the BMC utility claims to do so.  The biggest problem we
have seen is that the new BMC data loader absolutely refuses to run on
our desktops (several XP Pro or Vista  machines) with the 7.1 or
7.1.00.001 Admin Tools against a 7.1 or 7.1.00.001 server.  At least the
EffectTech beta ran / runs.  My understanding is that the EffectTech
advanced utility ($$$) will also be able to do updates to existing
records.  In our case we only need the utility to manage about 300
support staff.  I have been pushing in 130,000 customer records
separately using the EIE instances that feed my CMDB, and a completely
separate, custom filter process through a staging form.

        You're correct in that the Foundation Data Loader is really only
intended for the initial loading of data, so therefore will not update
existing records in the way you want.
         
        However, there was a utility that could be purchased for use
with ITSP which does what you're after.
         
        Obviously, this is not going to be any use for you, but I
understand that BMC are currently working on an equivalent utility for
ITSM, which should do exactly what you need.  
         
        I'm not aware of timescales, but I very much doubt it's going to
be available in time to help you with your current task.

get the tool to create new records but cant figure out how to update
exisiting records, even if I supply the person id.
         
        Assuming I screwed something up and you can update records, I
dont understand what the link is between the tabs, so on the 03
CTM-PeoplePermissionGroups tab it has 3 columns, Permission Group,
License Type and Template Name.  How does it know to put that permission
to the user JDOE.  I dont understand what the identifier is.
         
        Any help would be appreciated
