'Scheduled Start Date' != 'DB.Scheduled Start Date' is another option
for the reset condition.

Maybe I need to say if Scheduled Start Date != Scheduled Start Date -
not sure how to do this, but I think I need to tell it if the date
changes from the previous Scheduled Start Date.
