We have figured out a way to provide access to the Requester Console for
previously unknown, but authenticated users. 

The user logs in and is authenticated against our AREA server. When the Home
Page form loads, an active link looks up the user in CTM:People. If the
people record is not found (as when the user is unknown), the user id is
pushed to CTM:CFG PeopleTagNumGenerator, generating a temporary person id.
The next AL pushes a data access permission record to CTM:People Permission
Groups, giving the user permission to submit for a customer company. The
last AL that fires on Window Loaded for Home Page creates a new People
record in a custom form modeled after CTM:People.

A series of filters on the custom people form fires on Submit to flesh out
the people record from the LDAP directory. The final filter pushes a new
request to CTM:People.

Normally, a user must have Contact People Admin access permission to submit
a non-support people record. We added a new filter that temporarily gives
the user permission to act as application data administrator and to submit
their own people record.

The result is an account that can use the Requester Console to submit and
view the user's own support requests. The user has no access permissions
beyond those granted to Public.
