Is your database remote? (Running on another server?). If it is, make sure that you NIC Speed Settings are set to Full 100Mbs Duplex on both the NIC on the DB as well as the APP server. The OS installs it as Auto-Detect and can incidently cause it to drop to poor connection speeds if it gel's a single bump in the connection from the switch.
I had this problem and as soon as it was set correctly. Hope that helps.
