I'm not speaking for BMC here, but since the relationship of one user/one license is still being adhered to, I wouldn't think that would be a problem, especially when they're also emanating from the same IP address/client. In fact, I often have multiple User tools open to different applications when troubleshooting and the like. Sometimes it's easier than having lots of windows open from within the same one.
