We have experienced a problem similar to the one you are describing.
Our problem does not have anything to do with the ar.cfg file.  We have
multiple users who attach files to every ticket that they create.  When
they attach a file to a Remedy Ticket, Remedy writes a copy of the file
to some predetermined location of its choosing.  When that location gets
too many files for Remedy to handle, the user gets an error similar to
the one you have described.  The Remedy limit is much less than the
Windows System limit.
 
I do not know where Remedy writes these files, so every time we get this
error, it takes our technicians a period of searching to determine the
exact location.  The technician goes into the determined location and
deletes all of the older .msg, ,xls, .doc, and etc. files from the
directory and the client can then attach more documents to Remedy
tickets.
 
On my computer, I believe the location is C:\Documents and
Settings\Userid\Local Settings\Temp, however I am really not completely
sure.

The only size limit I'm aware of is the 2GB limit on the Long Raw data
type used for attachments. Is there any other size limit I should be
checking?

        Check the fields in the attachment pool.  You may have a maximum
size
        setting within the attachment pool.

        I'm currently scratching my head over a problem we are having on
our

        We have a form with an attachment pool and when attaching a zip
file of
        around 1.5MB the user got an error message: ARERR [8703] Bad
attachment
        size.
        
        The ar.cfg configuration file (C:\Program Files\AR System\CONF\)
has
        Db-Max- Attach-Size set to 4MB (4000000 bytes). This setting has
been in
        place for
        several years, but we think this is the first time anyone has
tried to
        attach a file of this size. We have however been able to attach
larger
        files to our development and test systems.
        
        In an attempt to fix this issue, the parameter was changed to
32MB and
        the
        Remedy service restarted, but the problem still exists.
        
        It looks as though the default attachment size limit for Oracle
is still
        
        being used, despite a larger value being configured.
        
        Does anyone have any experience of anything similar or bright
ideas to
        fix
        it?
