Yes there is a relationship between them.

Generally this is a fairly complicated feature of the system, and I
think the details are not explained as clearly as they could be. Here
are a few refs to the docs for more reading:

( and I am sure there are other places too.)

ARS does a good job of trying to not expose data in a "Public"
(unprotected, unencrypted, unauthenticated medium like email) unless
it is marked as "Public" in ARS. However, there is an exception to
that model. If the notification is going to a named User. (AKA: In the
User form) Then ARS will honor the permissions of the person and will
included information that they have access to, even if it is not
"Public".


So when you use a Notify action and send "email" to "[EMAIL PROTECTED]"
then ARS should only send fields that are marked as "Public" readable.
If however you send "email" to "bob_user" ('Login Name' from the User
form) then ARS will likely send more data to the known user.
