I typically try to keep Version/Patch in sync...but in the situation that you describe below, you obviously can't install Patch 5 of the Admin tool...so you can't do it. I'm personally on Patch 3 of the Admin tool because I didn't like Patch 4....and can't go to 5....so in that situation I would say, keep them as in sync as possible.
