re: "can't go to 5"  why not?

I need to go from patch 2 to at least patch 3, and was told basically "go to 5... it won't hurt".

Is it also "mandatory" to keep the patch levels in sync?  The reason I ask,
is that upon downloading ARS 7.1.00 patch 005, I note a server component,
but no new Admin tool.  The newest release of an Admin tool appears to be
ARS 7.1.00 patch 004.

Since I'm upgrading from ARS 7.1.00 patch 002 do I:
a) not worry about patch levels, as long as the versions match
b) upgrade the server to patch 5 and upgrade Admin tool to patch 4 (ie. they don't match, but it's the newest available).
