I seem to remember that in at least one instance, maybe when 6.0 or 6.3
first came out that they changed using the import tool to only
administrative users.

Actually even a regular user can import data. (even overwriting existing
data) They just need a real license and change access to field 1 and the
rest of the fields that they are going to be changing.
