I'm with Todd on this one. Are your users using mid tier and you have User Tool? If so, try flushing the cache.

The filter would execute on modify if 'Work Info' = 'DB.Work Info' or by checking the ztmp field you have. Filters are better to use than active links if you are trying to enforce anything.
