Given as much information as you have, the only thing we can suggest is that 
you check your database services - it doesn't appear like they are up.

Again depending on your version your DB intance name can be anything between 
ARSystem if you left it to defaults to whatever you named it to be if you are 
on ARS 4.5 and above..

Thats something you need to know - basically how you set it up.. if you send us 
your configuration file however we would be able to tell you what that instance 
name is..

Given the details in the orig post - I am assuming you are on IBM AIX 
installing ARS 3.02.

I think your flatfile database is running on an unsupported filesystem.

But - hard to tell given the details :)
