The entire ITSM suite is riddled with bugs similar to this. I have only been working with 7.1 ITSM for a couple of months but am amazed at how many issues we have run into. Found one the other day that has to do with auto assigning a Problem Manager. Took me hours to track down what was wrong and the fix turned out to be a simple field replacement in a qualification. BMC has known of the issue for months, has released numerous patches, but this issue is still not available in a release.
