Is that error coming from Tomcat or your browser?  That's not a type of error 
I'd expect Tomcat to return.  Silly question: are you sure the Tomcat service 
is started?  You could verify that by going to

http://servername:8080/

If you're using the default Tomcat install, you'll see a Tomcat welcome screen. 
 If you get the same error, the service may not be started correctly.
