You'll have to do it in multiple steps.  If you're doing it via the 
HPD:IncidentInterface_Create form, first create the Incident and capture the 
Incident Number.  You can probably also include your first Work Info entry when 
you create the Incident.  You then need to update the Incident using the 
IncidentInterface form for the additional work info entries.  Alternatively, 
once you've created the Incident, you may be able to simply push the additional 
entries directly to the HPD:WorkLog form.  That's probably easier than trying 
to add them using the IncidentInterface form.

workflow (using iwave integrator) and need to be able to create a second work

If you set Incident Management application preferences "Reopen in Current" for 
"After New Save", the newly created incident will come back up in a window that 
you can continue editing. You would then add the additional entries to the Work 
Info simply by adding each entry and clicking the Save button for each one.  
When you're doing with the Incident, you can then close it and move on.
