Brian, The services that will appear in the list are in the Business Service Class in the CMDB. After creating the business services, you will also have to entitle users to the service as well by adding them to the People tab of the service.

I went through some of the very basic application configuration setup steps and defined a company etc. When I create an incident and try to attach a service to it there are none available.
