Windows 2008 and Windows 7 are not on the 7.1 compatibility matrix. That statement is not on the 7.1 matrix. Arnab is referring to 7.1 so therefore they are not supported versions.
The "Or higher" started with 7.5. There is a disclaimer also, that this is based on the expectation that the vendor will maintain backwards compatibility on higher version. This is on page 2, section labeled "Vendor Backwards Compatibility and AR System 7.5.00". BMC reserves the right to rescind support if a higher version proves to be incompatible. I suspect they will exercise this if they know it will not work. The "Or higher" doesn't apply if it is noted in matrix. See comments next to component listing.
