After a lot of digging I found the solution. Turns out access to these templates is controlled by the employee's site value in their people record. Only those with "Retail" as their site can see these templates. The one template in question had an entitlement record of "all" which allowed everyone to see it. Once I changed the site location value of the employee in question she was able to view all the retail templates.
