Chuck,

Thanks for the response.  I've tried that, but still no luck.  Whenever I go to 
the configuration page it lets me log in and then throws up an error message 
saying that the page can't be found.  That's why I assumed that it must be 
installed separately.  When I've run the installer for the Mid Tier, there is 
never a list of "optional" things to install, it appears like it just 
automatically installs everything that it can't detect.

If you notice, its listed under the MidTier section of the installer,
so you have to check Mid-Tier on the installer to install this piece.
