Anne, Also make sure the user that you are logged with in Windows has the necessary permissions to modify the XML file that is written to when you make changes to the XML file.
Not having permissions in my opinion may create that problem as the changes will not be saved. I have not worked on a PC where I didn't have permissions to that file so am not sure if it allows you to work in the current session and create the work lists, but when you close your Studio and relogin, the studio reads from that XML file to load previously stored work lists found under the user profile..
