It was set to EMAIL, I changed it last night to "clear" so that it would use the people default but still nothing is triggering. I created a junk filter to fire when the Assignee Group is changed and it does fire and send an email (not the best solution when there should be OOB functionality).

Are the Group Notifications set to Yes? That should be the NTE CFG record for incident notification. Notifications are not being sent when an Incident is assigned to a Group. Notifications are sent when an Incident is assigned to an individual. Notifications are sent for Tasks and Changes being assigned to a group but I cannot find a configuration to ensure that Group Notifications fire for incidents.
